Introduction to Pavlova Strana viewpoint

Lake Skadar was proclaimed a National Park in 1983, listed IUCN category II, covering 400 km² (40,000 ha). It gained IBA status for bird habitat in 1989 and was inscribed on the Ramsar list of Wetlands of International Importance in 1995. The lake is the largest in the Balkan Peninsula, its surface fluctuating seasonally between 370 km² and 530 km²; maximum length 44 km, maximum width 14 km, maximum depth 8 m. Of 370 km², 222 km² lie in Montenegro and 148 km² in Albania. Pavlova Strana — "the side of Pavle" — overlooks the Crnojević River bend near Rijeka Crnojevića, which originated in the late 1470s as Obod, designated by Ivan Crnojević as capital of Zeta and later home to the first South Slavic printing house. The viewpoint stands at 680 metres in the village of Rvasi, about 15 km south of Virpazar and 35 km from Podgorica.

What you see from the edge

The view centres on the Crnojević River as it loops into a near-complete horseshoe before spreading into Lake Skadar's floodplain. The lake's surface swings with the seasons between 370 km² and 530 km², its water level rising from 4.7 to 9.8 metres above sea level; maximum depth is only 8 m, so much of what you see is shallow marsh and reed. To the west lies Rijeka Crnojevića village, reached by Danilo's Bridge — a double-arched limestone crossing 43 m long, commissioned by Prince Danilo and opened in 1853, linking the village to the medieval town of Obod. Out on the water, three ruined island monasteries — Starčevo, Beška and Moračnik — mark the lake's monastic history. The park also holds three special reserves: Manastirska Tapija (Monastery Deed), Pančeva Oka (Pančevo Eye) and Black Grill. The viewpoint sits at 680 metres in the village of Rvasi.

Walking and riding here

The park has marked and signed trails: 5 bike trails plus 2 dedicated mountain-biking routes. The roads approaching Pavlova Strana are narrow, winding and one-way in places, which shapes how you arrive on foot or by bike. One walking option uses public transport: a bus on the main Cetinje road drops passengers at the junction of a small lane at Meterizi, from where it is about 3 km on foot to the viewpoint. Cyclists on the M2.3 corridor can turn off toward Rijeka Crnojevića; from that junction the viewpoint lies 6.6 km along the road, just before the old hotel that serves as the parking landmark.

Getting there and moving around

From Podgorica it is about 35 km, roughly 45 minutes via the M2.3 highway. From Cetinje it is around 20 km, about 30 minutes, though the roads are winding and narrow. Virpazar lies about 15 km away, some 25 minutes. From Rijeka Crnojevića village a transfer takes about 10–15 minutes. The most direct approach turns off the M2.3 just before Meterizi, where a sign points to Rijeka Crnojevića, Drušići and Meterizi; that road ends at the viewpoint. For a wider road, continue 5 km past Meterizi and turn at a yellow sign toward Rijeka Crnojevića. Park beside the abandoned hotel. Podgorica Airport is 12 km from the lake, Tivat 81 km, and Ćilipi near Dubrovnik 153 km. Trains run hourly from Podgorica Airport station to Vranjina in about 17 minutes, operated by Railways of Montenegro (ŽPCG).

Fees, seasons and when to come

The Pavlova Strana viewpoint itself is unticketed and free to reach. A day's access to Lake Skadar National Park costs €5 per person, as recorded in August 2025; fishing requires a separate permit. An annual pass, available at booths or online, cost €13.50 as of end 2025. Park hours run daily 08:00–18:00 in the summer tourist season, and Monday–Friday 08:00–16:00 out of season. No 2026-specific fee or season revision had been published as of late August 2026, so treat these as 2025 figures. Water levels are highest after winter rain and lowest in late summer, which changes how much of the horseshoe bend and floodplain is submerged when you look down from 680 metres.
